At the national level, NCRFW forged partnership with select national government agencies. The Department of Trade and Industry is the main implementing partner, with its 25 small and medium enterprise centers in various LGUs, which serve as focal points for information and assistance in government and private sector programs and services for SMEs. DTI attached agencies are also tapped for specific roles and contributions to the Project.

  • Bureau of Small-Scale Medium Enterprises and Development supports awareness-raising of key players and stakeholders involved in microenterprise and policy development, and development of measures to address these issues.
  • Philippine Trade Training Center strengthens technical and management skills of women microentrepreneurs to increase their competitiveness.
  • Cottage Industry and Technology Center refines processes and systems of program delivery to cottage industries by initially engaging Hardin ng Kalikasan, a handpaper-making women’s cooperative.

Other partner agencies contribute to the Project, as follows:

  • The Department of Interior and Local Government exercises oversight functions over LGUs and LGU clusters, including their local economic development efforts.
  • The National Economic and Development Authority oversees the planning and monitoring development priorities and programs for the entire country are engenderized.
  • The National Anti-Poverty Commission trains its trainers on financial literacy, aimed at increasing women poor’s knowledge on basic microfinancial services and asset-building programs, financial skills for household and entrepreneurial management, and client responsibilities and rights when accessing microfinance services.
  • The Department of Environment and Natural Resources (DENR) identifies the possible impact of particular enterprises and technologies on the environment and builds capabilities of women microentrepreneurs in local partner sites on environmental management system and pollution prevention in enterprise development.
  • Department of Labor and Employment - Occupational Safety and Health Center (DOLE-OSHC) is advocating occupational health and safety practices in the workplace to increase productivity and efficiency of women’s enterprises.
  • Technical Education and Skills Development Authority (TESDA) is integrating entrepreneurship and gender-sensitivity perspectives in technology-based community training programs.
  • Department of Science and Technology (DOST) assesses the impact of gender-responsiveness of technology transfer and diffusion services relevant to women enterprises. DOST develops and enhances technologies that will promote productivity and efficiency of women’s enterprises.
  • University of the Philippines-Institute of Small-Scale Industries (UP-ISSI) integrates women’s economic empowerment concerns in training, mentoring and business counseling of trade and business support organizations, microfinance institutions and organizations involved in credit and microfinancing.
  • The People's Credit and Finance Corporation (PCFC), a government financial institution, has programs that provide money to nongovernment organizations and financing institutions organized in lending operations and implementing microcredit programs for the poor.
  • Philippine Health Insurance Corporation (PhiliHealth) provides social protection to women workers in microenterprises by extending access to health insurance even to women below poverty threshold.
