Framework Plan For Women (FPW)

Why a Framework Plan for Women?

  • Need for more concrete basis for agency planning and budgeting on GAD

  • Need to focus on outcomes and impacts desired

  • Need for clearer directions to guide agencies in developing capacities for gender mainstreaming

What is it all about?

  • It is a time-slice of the Philippine Plan for Gender - Responsive Development (PPGD), 1995-2025 and is a practical tool for operationalizing it.

  • It is a three-year directional plan. It sets realistic directions for program interventions for agencies and is a tool for planning and budgeting.

  • It is the major instrument that address to the directive issued by President Gloria Macapagal-Arroyo for NCRFW during the celebration of National Women’s Day, March 8, 2001, to formulate the FPW along with three thrusts: promoting woman’s economic environment, advanced and protecting women’s human rights and promoting gender responsive governance.

  • Concrete gender issues that need to be addressed

  • Targets and indicators

  • Illustrative responses or program enhancements

  • Implementation plan

  • Mechanisms and tools for monitoring and evaluation


EMERGING THRUSTS AND PRIORITIES:


What should be done immediately?


  1. Promoting Economic Empowerment of Women


  • Reviewieng of existing economic programs for women towards consolidating these programs for greater impact

  • Identifying and reviewing existing key economic programs for women and enhancing women’s access to economic resources such as capital, technology, information, market and training

  • Addressing the negative impacts of globalization of women


  1. Advancing and Protecting Women’s Human Rights


  • Ensuring effective delivery of health services throughout the women’s life cycle

  • Ensuring the responsiveness of government programs on women, particularly on VAW, including access to justice and crisis interventions

  • Assisting women in difficult circumstances (refugee women, women in conflict and disaster areas, prostituted women, etc.)


  1. Promoting Gender - Responsive Governance


  • Promoting and supporting women’s leadership towards good governance (competence, commitment, transparency and accountability)

  • Promoting full participation of women in political processes and governance in the international and national local levels

  • Strengthening gender sensitive and inclusive programs and mechanisms with civil society
